HVAC contractor license requirements in California.

California licenses HVAC contractors at the state level through the Contractors State License Board. The classification is C-20 — Warm-Air Heating, Ventilating and Air-Conditioning — and you need it to contract HVAC work on projects of $500 or more in combined labor and materials.

C-20 — Warm-Air Heating, Ventilating and Air-Conditioning

The HVAC trade classification. Required to bid and contract heating, ventilation, and air-conditioning work of $500 or more (labor plus materials) statewide.

Journey-level HVAC technician (no state license)

California does not issue a separate state HVAC technician license — technicians work for a licensed contractor, and that experience is what qualifies someone to apply for the C-20.

Getting the C-20 — Warm-Air Heating, Ventilating and Air-Conditioning

  • At least four years of journey-level HVAC experience within the past ten years — as a journeyman, foreman, supervising employee, contractor, or owner-builder
  • Approved vocational training or a related degree can substitute for part of that experience, but you still need practical field experience
  • Pass two exams: Law & Business, and the C-20 HVAC trade exam
  • Fingerprinting and a criminal background check
  • File a contractor license surety bond with CSLB ($25,000)
  • Carry workers’ compensation insurance if you have employees

Renewal: CSLB licenses renew every two years.
