Auto detailer license requirements in California.

California does not test detailers on a trade exam, but it does regulate vehicle washing and polishing as a registered business activity — and whether it applies to you depends on how you operate. A solo mobile detailer with no employees is exempt from the statewide car washing and polishing registration and its bond; adding employees or a fixed location changes that. Either way, the rule that bites hardest is wash-water discharge.

What California requires.

Car washing and polishing registration

The state registration and surety bond for vehicle washing businesses. Solo mobile detailers with no employees are exempt; businesses with employees or a fixed location are not.

Local business license

City or county business licensing applies regardless, and operating from a residential address can additionally require a home occupation permit.

What actually applies to a detailer

  • Determine whether the state car washing and polishing registration reaches you — solo mobile operators with no employees are exempt; employers and fixed locations are not
  • Hold a local business license, plus a home occupation permit if you run from a residential address
  • Do not discharge wash water to a storm drain: the Clean Water Act prohibits discharging pollutants, including soapy water carrying automotive fluids, into storm drains or surface waters
  • Capture and dispose of wash water properly — a reclamation mat or containment system, disposal to the sanitary sewer with permission, or waterless and rinseless products that avoid runoff entirely
  • · In most cities storm drains run untreated to creeks, rivers, and the ocean, which is why municipal stormwater ordinances prohibit washing pollutants into them — that local ordinance is what inspectors cite most often.
  • · California’s stormwater rules are enforced at both state and regional level, and detailers using industrial-grade chemicals should look at the General Permit for Stormwater Discharges Associated with Industrial Activities.

California detailing licensing FAQ.

Do you need a license to detail cars in California?

There is no trade exam for detailing, but California regulates vehicle washing and polishing as a registered business activity. A solo mobile detailer with no employees is exempt from the statewide registration and bond; once you have employees or a fixed location, it applies. Local business licensing applies either way.

Is it illegal to let car wash water run into a storm drain in California?

Yes. The Clean Water Act prohibits discharging pollutants — including soapy wash water carrying automotive fluids — into storm drains or surface waters, and nearly every municipal stormwater ordinance separately prohibits it. In most cities storm drains flow untreated straight to local waterways.

How should a mobile detailer handle wash water?

Capture it. The common setups are a reclamation mat or containment system that collects runoff for proper disposal, working only where water drains to the sanitary sewer with permission, or using waterless and rinseless products that avoid runoff altogether.

Do California mobile detailers need a stormwater permit?

Detailers using industrial-grade chemicals should review the General Permit for Stormwater Discharges Associated with Industrial Activities. California enforces stormwater rules at both the state and regional level, so requirements can vary by region — check with your regional water board.

The license gets you the work — answering gets you the job

CA auto detailers lose more jobs to slow replies than to competitors.

DM-era customers expect an answer in minutes, not tomorrow morning.

High-ticket coating and correction quotes need 3–4 follow-ups most shops never send.

No-shows and one-timers pile up with no rebooking nudge.

Put your Oski number in the bio: every “how much for a full detail?” gets answered in about a minute, quoted, followed up, and rebooked next season.
